Sam has a strong technical, commercial and legal background. He is a licensed Engineer and a qualified lawyer in the US. He has over fourteen years of diverse experience on various engineering and construction projects and has worked on multi-agency projects that include DOTs, local cities, counties and ports.

Sam’s international experience covers jurisdictions throughout the MENA region, mainly in Qatar and the UAE. He has worked with different forms of contract including FIDIC, NEC, and JCT suites.

As an Engineer and a qualified lawyer, Sam’s expertise incorporates major commercial disciplines. These include contract preparation and management from concept and pre-qualification stage to dispute resolution including: tender preparation, tender Addenda, tender return including technical & commercial evaluation, contract and licence preparation, change management, claims management, arbitration and litigation support (quantum, defect/negligence, cause and effect and delay analysis).

Sam has been involved in a wide variety of construction projects, including US$5b multi-use development project, US$2bn infrastructure project, super highways, landmark bridges, tunnels and marine structures. Sam is currently responsible for RLB Gulf State’s Contract and Claims consultancy services.

Sam is fluent in spoken and written English, Arabic, and French.
